USPS First Class Not Showing As Option On International Orders

Even though USPS First Class Mail is clearly selected in my cart configuration as an option for International customers (along with USPS Priority and Express), that option is not appearing for the customer. It is the most economical shipping method for non-US customers and I am losing business because this option is not showing in the shopping cart.
I sent an email to support last Thursday and left two messages (yesterday and today) regarding this issue but have yet to receive any sort of response. I used to get a live person on the phone on those rare instances when I required support. What's going on? Can I get a response, please????
