Hopefully there is a bettter solution then the one that I use. I added a Free Shipping as a option dropdown menu in the checkout cart. Of course almost everyone will choose if regardless of the product. But, we also went back to manually processing CC'ds and work out the shipping with the customer. Also manually processing cards has substantially reduced chargebacks and card fraud. Hope this helps and makes some sense.
